Personally I think it's quite a natural thing for a mother to do - why the heck would anyone want express milk and carry it around when mother nature provides it in the perfect storage and serving vessel?
When I've been in the company of friends who have needed to feed their babies they tend to wear something that can be opened discretely so all you really see is the babies head. Lets face it, they don't want people gawping at them, but they do need a contented, fed baby.
Personally I'd rather be in the presence of a mother breast feeding than a screaming baby who's hungry with no way of feeding them.
I don't know how it is elsewhere, but too often in the UK the only places provided to feed/change a baby is in a public/store toilet - no wonder women choose to feed them elsewhere!
